German Mobility Guarantee using Public Transport

Will the *Deutschlandticket* be followed by a national timetable? A nationally guaranteed public transport service ensures mobility and participation.

For millions of people in Germany, inadequate public transport connections are common. Many public buses, especially in rural areas, are only oriented towards school routes. At the same time, every tenth household in rural areas does not own a car. To enable mobility and participation regardless of place of residence, income, age, or individual disabilities, buses and trains should connect all municipalities with a minimum number of daily journeys. Public transport should give everyone a mobility guarantee.

The project explores the idea of a nationwide mobility guarantee. An initial analysis looks at regions that already have good public transport services. The transferability of certain operating concepts to Germany is examined. A second policy paper makes proposals for the design of a mobility guarantee and it determines the additional transport services required for this. In a series of webinars, representatives of the public transport sector present their recommendations and practical experiences with service concepts, which are then discussed with politicians.
