Naville joined Agora Verkehrswende in November 2023 as Senior Associate for International Cooperation. He is responsible for our project portfolio in Africa, in addition to other international projects.
He has nearly a decade of experience in the transport sector, serving previously as a Lecturer in Transport Management at NUST Namibia, as Acting Chief Economist and Head of the PPP Department at the Namibian Ministry of Finance, and as Transport Economist at the Namibian Ministry of Works and Transport. Naville played a key role in the implementation of the Namibian Sustainable Urban Transport Master Plan (SUTMP) and the ICAO–CORSIA project, and was also a member of the National Climate Change Committee (NCCC).
Naville holds a Master’s degree in Transport Economics from the University of Leeds and a degree in Organisational Management and Economics (Transport and Logistics) from Don State Technical University in Russia. He is passionate about the development of sustainable transport infrastructure and contributes expertise in road transport, non-motorised transport, economic assessment, project financing and policy analysis.
