Philine  Gaffron

Dr. Philine Gaffron joined our team as Senior Associate for Urban Mobility in autumn 2023. Philine is concerned with the transformation of urban transport, including associated social, political and municipal planning issues. The communication of this transformation by means of compelling narratives that support change is another important aspect of her work.

Prior to joining Agora Verkehrswende, Philine worked for twenty years as lecturer and researcher at TU Hamburg’s Institute of Transport Planning and Logistics, where she developed expertise on a range of issues, including environmental justice, emissions modelling, the nexus between urban planning and transport, implementation strategies for transport planning, and sustainable freight transport in the North Sea region. In 2012–13, she was a fellow of the German Research Foundation at the Institute for Transportation Studies at the University of California, Davis, where she researched environmental justice issues.

Philine was a member of the Enquete Commission devoted to developing a climate protection strategy for the city of Bremen (2020–22) and has been a member of the Climate Council of the Hamburg Senate since the spring of 2021. She holds a B.A. in Ecology from the University of East Anglia and an M.A. in Landscape Architecture from the University of Edinburgh. She earned her PhD in Transport Planning from TU Hamburg with a thesis on the implementation of strategies to encourage walking and cycling in British cities.
